Radar Just

The Radar Just automated reader

Radar Just reads the courts' public data for the people who follow their own cases. This page is for those who run the servers we read: what we read and why, how often, how to recognise us and how to reach us.

1. What the reader is

Radar Just is an app for people who follow court cases: parties, lawyers, law offices, in-house counsel. The reader is the part of it that asks, from our server, for the public data on the cases people follow and tells them when something changes: a new hearing, a ruling, an appeal.

It reads only what the courts and public bodies publish for anyone, with no account and no password, and nothing behind a login or a payment. It publishes nothing it reads: each person sees only the cases they follow or search for, as the privacy notice says.

2. What it reads, and why

HostWhat it readsWhy
portalquery.just.roThe courts' portal's public data service (“Acces programatic la date” on portal.just.ro): the cases people follow, by number; the searches a person makes; the courts' hearing listsSo whoever follows a case learns of a hearing, a ruling or its move to another court
portal.just.roA case's page, when someone pastes its link; a court's contact page, about once a week; robots.txtThe case number in the link; the court's address, phones and opening hours
sedinte.tribunalularad.ro and the courts' eight other “Lista ședințe” sitesThe hearing lists courts publish themselves; at least 5 seconds between two requests, robots.txt once a dayFor followed panels and a case's place on the day's list
legislatie.just.roThe laws people follow, and the High Court's and the Constitutional Court's decisions published thereSo everyone learns of the decisions and changes that concern their cases
www.just.roThe Ministry of Justice's news feedThe announcements that concern the courts and the legal professions
www.scj.roThe High Court's service for programs and its daily archive, for the cases followed there; once a day, its case-law search for the panel that rules on appeals in the interest of the law, newest first, and the minute of each new decision, once. Only between 03:30 and 06:30, as the court asks; no other page of the siteThe High Court's cases are not in the portal's data service; its decisions on appeals in the interest of the law reach the people they concern from the day their minute appears, not months later at official publication
data.gov.roThe lists of professionals the Ministry of Justice publishes as open dataSo a professional can be found, with its source

We also read the public RSS feeds of a few institutions and legal publications, under the same rules.

3. How often, and how carefully

  • The portal's two hosts share one queue: one request at a time, at least 1.5 seconds after the one before.
  • Our target for the portal is 1,200 requests an hour, half of what that interval would allow, spread evenly over the hour. On a new server we start at a quarter of the target and rise over a few days.
  • A followed case is read more often around its hearing days and in the weeks after a ruling that can still be appealed, and rarely otherwise. Once nobody follows it, it is no longer read.
  • A person waiting for an answer goes before the scheduled reads, but people's searches have their own fixed share of the hour.
  • Other hosts get a longer pause: 3 seconds at legislatie.just.ro, 4 seconds at www.scj.ro, 10 seconds at data.gov.ro, as its robots.txt asks.
  • A 429 or a 5xx, or an answer that never comes, doubles the pause between requests (up to 16 times). A Retry-After header holds the requests to that host as long as it asks, up to two minutes per answer.
  • A Cloudflare check (a challenge) stops every request to the portal for an hour; then a single one goes. If the check goes on, the wait doubles, up to six hours.
  • robots.txt is read before any web page, at most once a day per host, and obeyed. The group User-agent: RadarJust binds all our readers. The portal's data service is a web service published for programmatic access; we use it within the limits above.

4. How to recognise us

SignWhat we send
User-AgentRadarJust/1.0 (+https://radarjust.ro/cititor/; contact@radarjust.ro)
AddressOne, our server's. We never rotate it and never go through proxies or relays.
SignatureRequests to just.ro and its hosts carry an HTTP Message Signature (RFC 9421) made with an Ed25519 key, in the form Cloudflare verifies: the Signature-Agent, Signature-Input and Signature headers.
Public keysradarjust.ro/.well-known/http-message-signatures-directory: a JWKS of type application/http-message-signatures-directory+json, itself signed with every key in it.

Signature-Agent is "https://radarjust.ro", the key directory's origin. The signature covers the host asked (@authority) and the Signature-Agent header, is made the moment the request leaves, with a fresh nonce, and expires after a minute. keyid is the key's JWK SHA-256 thumbprint (RFC 7638), the same as its kid in the directory.

The keys in the directory now, by keyid:

  • Wwk-IMHIOOW8flmuJ9IlAecYnwVQ2WXy-LnshicllH4

5. What we never do

  • We never use an automated browser, and never pass ourselves off as a browser.
  • We never solve or work around a Cloudflare check, and never press on after one: we wait.
  • We never change the address we read from, and never send requests through proxies.
  • We never read anything behind a login, a payment or a form.
  • We never read cases and their parties in bulk: a case is read for whoever follows or searches for it.

6. How to reach us

For any question about the reader, write to contact@radarjust.ro. If you want us to read less, later or not at all from your server, we do so for that host; robots.txt is obeyed without a message.

Radar Just is developed by Protocore. Who answers for the service is written in the terms of use.
